do you guys think it safe to buy multiple tanks at a local welding shop and swap them out every so often? Anyone do this. I’m looking at doing 4 20 lb tanks.

Who cares , its co2. You have a soda/ beverage fountain. I run co2, and I own 6x 20# tanks. I find them for cheap for about 40.00.
