Question about CO2 Solenoid

Hi.
I have a Co2 administering/monitoring system which consists of a 20lb tank/regulator/solenoid/co2 monitor-controller.
The area is 4X12 with lots of airflow and is enclosed.
The problem I am having is when the Co2 levels drop to the preset (1500 ppm), The solenoid kicks in, but dispenses way too much Co2 and the levels climb to around 4000 ppm!
I have the regulator set at the lowest possible setting (about 2 psi).
I am wondering if the solenoid can be adjusted somehow, or do I have to buy a needle valve/ flow meter to attach to the solenoid to decrease the amount of CO2 being dispensed?

Any help would be appreciated...thanks.

Sounds like your regulator is malfunctioning isn't that the component that's supposed to maintain flow rate? Besides everything I've seen unless you have your light intensity at maximum and your RH maintained to a tee you don't want 1500 PPM that's rainforest level CO2, it has benefits but if the environment isn't that perfect mix of extremely high RH, and PPM TOGETHER, then your plants will stress and perhaps mutate.
