I always use a heated propagator with the dome on to germ/sprout seedlings. As soon as they break ground, usually in 2 or 3 days, I take off the dome.
There is a lot of debate on wether you should or shouldn't use them, but I have almost 100% success rate germ/sprouting seedlings using this method.
Seeds go right into Root Riots, then in the heated propagator with my T5s set to 20hrs on/4hrs off. I usually see a nice tap root emerging from the bottom of the plug in 2 days, seeds break ground day 3 or 4 max. When they do I remove the dome and put a fan on them. I always keep my lights about 3"-5" away from them. With a fan and my T5s the heat isn't an issue.
Also, make sure the RH of your room isn't below 50%. Young seedlings and plants in veg like it humid. Arid conditions can kill young seedlings.
As far as clones go, you NEED the humidity dome untill they show roots. Since the cutting don't have roots when you first take them the humidity enables them to get water though their leaves until roots form.
Obviously in mother nature they wouldnt' be in a humidity dome, but IMHO the heated propagator with Root Riots or Rapid Rooters is the way to go. Haven't had anything but success with this method. Hope this helps.
