You don't have to wait.

The plant continues vegging upto two weeks after flower(Or after flip to 12/12).

After it has been in flower for 3 weeks, I would leave it alone.

No you dont "need" to wait. the plant will flower.

It will flower as soon as you give it less than 12 hours of light...

They are pretty hardy....I fimmed then topped and waited a week or so then transplanted and flipped at the same time.

They are doing just fine.
 
Just look at your plants, you have spent enough time around them, after you do your cropping method, give the plants a little time to rebound from the stress, then flip the light.

What I did, I changed my water, cleaned tank, then cropped, watched plants, then switched to 12/12 for transition. Took about 4-5 days from when I changed my water, but then again my plants have a lot of vigor and were strong enough for the change.
