It's nothing new. Electroculture has been known for a long time but seems to just not be cost effective at scale so never established itself.

What's funny, at the end of the article you linked it say to contact 'et al' for more information. It means 'and others' and is used to abbreviate author lists. The doi given leads to no paper and the title can't be found if looked for, even on the Website of the Journal.
