Reservoir Question

If a flood and drain table holds 15 gallons filled 2/3 of the way up the containers how many gallons should the reservoir be?

Do not have any more in your rez,
than the flood table will hold.

I was thinking that if i put more i wouldn't have to top off as much, plus I think that I will need at least an extra gallon in there so the pump doesnt burn.

This kind of doesnt make sense. Is the logic so that if the drain were to plug up, that the pump wouldnt overflow the flood table?
