Root Aphids or fungus gnats?

I have a couple plants in 3 gal dwc buckets and ive noticed that i have little bugs floating on the surface of the water. They seem to hop on the water, they look green and they seem to squirm around. i have not seen any with wings as they all look like larvae. none of the roots look chomped, mangled, torn, chewed ect. Looking at the plant with the heaviest, and first infestation, the leaves appear green and healthy. They have been in flower for about 21 days now and they appear healthy and continue to grow. If i need to control these bugs, i have neem oil at hand, im wondering if i can add this to my buckets to kill the root aphids. It works on regular aphids so it should work on root aphids, but i already add heisenbergs microbe tea, would these two affect each other?

it may be time to switch the water again bud, just to keep your girls away from shit that may fuck up your grow and yield , maybe even clean them before adding the new water

Kinda sounds like Springtails: They are more of a benefit than a problem.

oh sorry i thought i posted this already- don't put neem or any other oil on your roots, they need to breathe. root aphids are hard to see until they get to the flyer stage, at which point your kinda screwed. fungus gnats fly all over the place, so their pretty easy to see. it doesn't sound like either of those from your description.

I forgot to add that i change my water once a week and ive been trying to kill them with lots of dish soap while im changing the water, but theres always a few that stick to the roots and survive then reproduce over the next week.

that link isn't working. got this off google
they have the long body like that but they are consantly hopping and if you put one on your finger they move kinda fast for a bug the size of a millimeter

maybe look igen peroxide/H2O2n to hydro
I cant use h2o2 because i have to add a microbe tea to battle the brown slime, and h2o2 doesnt do jack to the brown slime, if anything it feeds it some.
