Roots are NOT in the water yet - YES? NO?

Can I just spray the hydroton rocks and rockwool everyday until it does?
Raise the water level close enough to the net pot, i'm guessing, so the air bubbles mist water onto the hydroton/rockwool. this should eliminate having to hand water, but keep an eye on em.

i did the napkin method and my roots are like 3-4" already. Should I stab a needle in my rockwool and try to get the root through?

No, I wouldnt do that, As long as you havent compressed the rockwool the roots should travel thru it fine, be patient, once the roots make it to the water, its on like a 3 foot bong!

I put enough water to cover about one layer of hydroton, and then stuck the plant and rockwool on that layer and filled it up with hydroton. Now I do use a air pump that I have hooked up to create and air siphon which drips water/nutrient on the plant constantly. I did that until I saw roots coming out the net pots. The siphon not only waters the plant it oxygenate the water at the same time. I am using the bubble system.

....and as far as the napkin method I have germinated that way and also simply stuck the seed about a 1/4 inch into the rockwool stuck them in a plastic tube with clear plastic over it and they germinated wth about the ratio as the napkin method. I figured with my big clumsy hands that was the best way.
