Was just watching the "news" and they mentioned that the county of San Diego (yes, the same the spent millions challenging Prop 215) is considering a new strategy. They are looking at a dispensary licensing scheme that would cost $11K. A dispensary will also have to be approved by some sort of council before being allowed to open their doors. Also mentioned was law enforcement oversight.
I can see it now, they will simply not approve any of the applications. This is the easiest way to get around the defeats they suffered in the hands of the courts in ALL of their challenges.
