lights that don't use electricity is news to me man. I'm gonna go ahead and say this is not a good question all lights or going to raise your electricity bill except a skylight

you already aswered your own question. cfls will grow good plants. when you want great plans you will switch to better lighting and the cost of the light won't be a factor.

Regular fluorescents (like T-5's) are also energy efficient and low wattage. And of course the already mentioned CFL's. LED grow panels are also an option (even if a little controversial and expensive). But don't rule out lower-wattage HIDs like 150w HPS lights - speaking of which, there are now 150w HPS to MH conversion bulbs on the market if you can find a place that isn't sold out of them.

Go look at your electric bill, and see what they charge you. My area is about .06 per KWH, and it's about $12 to run a 400 HPS on 12/12 for a month. If you get charged .12 per KWH, it will cost twice as much. Add another 50% if you are running 18/6 in veg, and so on and so forth.
