Seedings Fallen Over, What to Do?

I have a few small seedlings that are just getting two jagged leaves that fell over and have about 1-1/2 inches laying on the soil as the next 1-1/2 are reaching for the sun.
They are in small seedling pots. Should I cover the part on the soil with soil?

I think my handling or over watering was the cause. The tops look good though.

This is only a guess but....

Can you pack a little soil around the base and prop her upright? I have one outdoors now that has tipped, but I'm just letting it go. The main stem isn't creased (that's the biggest factor I would think).
All her leaves are fat and green, so I'm just keeping an eye on it.
I have found though, that they aren't quite as fragile as many people seem to think.

Its kind of too long to prop up. I was wondering if I should cover the part laying on the soil.

if your stem is long and stretchy that you have to keep it propped up to keep it from falling over then do this

transplant them into deeper pots. bury them all the way up to the first set of leaves when you do. they will love you for it.

be very careful. they are very delicate at this point.
