Seedliing is stunted in growth? And yellowing

This seedling is about 9 days old. It started growing quickly, by day 2 it has the true leaves poking out but somewhere along the way it stopped growing and started yellowing. What can be the cause? I do see little sprouts growing in the middle of the first set of true leaves but I dont think the true leaves have grown enough to start growing a second set already?

I'm a noob and I only intend on growing this one plant, more for curiosity than anything else so please help me save it/ fix what's wrong.

More pictures for reference. I have this plant under cfl 80 watts (2 40 watt bulbs) overnight and I live where it's always sunny so I put it outside from 7 am to 5 pm in (mostly) direct sunlight. Water probably once a day, drainage holes on bottom of cup. I keep the light about 3-4 inches away from the light.

Cant see too well but it looks like you have a lot of wood chips in the cup ?, could be stopping root formation and keeping the media really wet.

What kind of dirt is it in? Water PH?
 
The cotyledons are yellowing. I think I see a little yellowing on the tip of a newer leaf. Now here's the thing...I know you'll be tempted to add fertilizer but don't. If anything you can give it a weak hit of mag. Epsom salts if ya got em. I wouldn't do anything else. My instincts tell me its your soil that's making them yellow...but that's just an educated guess. Let's see how they do in a few days.
 
Updated picture. The medium is a compost potting mix...

I recently changed the soil from ecoscraps potting mix to black gold until I can get something better ordered (hence the wetness of the medium atm)

Do I dissolve Epsom salt into water and water it? Is there a specific ratio?
 
Could lighting be an issue? The sun is blazing hot during the day and I keep it outdoors from sun up to sun down, then have 2 40 watt cfls 4 inches away overnight. Too much heat?
 
Pictures from today.... its growing...but not much and the yellowing is getting worse.

They look great for a day’s time mine aint even half of that
