Seedling leaves drooping?

Hi all, today I came home from school and my seedling that appeared to be perfectly healthy has begun to start drooping. I give the plant a very small couple sprays of tap water every day, so I may be overwatering. How can I reverse this and what else could have caused my seedlings leaves to suddenly droop? I've included images.

I would stop the misting. Should be fine. Are you overwatering? It's way more common than underwatering but its only a seedling, it needs moist soil right now so your fine. Good Luck!

If it's dry, by watering slowly around the seedling until it appears to you it has enough to be moist without overdoing it. I just wouldn't recommend misting.
I poorly worded the last post, It looks like I was asking you if you were overwatering. I wasn't.

I should have worded it like this instead :
"In response to your comment were you mention that you may be overwatering in the 1st post. It's way more common than underwatering."

I read your other two threads and see you need help. you said in another post, I stopped watering altogether today, but prior to this, I gave them a couple squirts around the base of the stem a couple of times a day. If you are using the mister to water your seedlings are dying because your soil is to dry. You need to get a cheap $7 soil moisture meter at a home depot or garden store and check your soil. It's probably dry.
Second someone told you to put the lights as close as you can and you followed a new thread saying you have the lights 2" from the plant. That is way to close.

The soil is damp when it is in the bag, but when i pour it out, it dries within a few hours. I moved the two fluorescent tubes up about 12" so should I add more water to the soil or leave the soil as is?

That is good that you moved the lights back. A fairly fresh bag of soil will appear darker than a bone dry bag of soil but is considered dry soil to the plant. You need to get a moisture meter like this:

Yes, you likely need to water a lot more than you have been so far.
