Seedling stopped growing!

Ok so my seedling has a leaf on one side. It lost its shell 2 days ago. It seems to have stopped growing. The one leaf is growing but it isn't growing taller and I can't figure out why it only has a leaf on one side. I have only been misting it once or twice a day. Should I go ahead and water it. Temps are about 80. I have it under 2 42w 6500k cfls. The one leaf seems a little dry. Will it hurt to saturate the soil because I mist it and it doesn't take long and the top of the soil is dry and crusty. I wanna get her going again! Please Help!!!

I have lost seedlings from overwatering? Hmmmmm? My seedlings grow very slow, dont panic, and dont overwater or give nutes! Good luck!

Give a little water but don't flood it.
Do you have drainage in your container?
Be patient, as long as it's green, it is doing SOMETHING, even if you can't see it. :)

It's in a solo cup with slits in the bottom. I added 2 more 6500k 42w cfls. It looks better this morn. I have been spraying it once or twice a day. Would I be better off to saturate the soil until it comes out drain holes every few days or keep misting it? Temps are also a little high 80-85. So it dries pretty quick. Thanks for any info. Oh and it's Barney's pinapple express auto. I am thinking of getting 150w hps. I'm only growing one as this is my first grow. Any info is awesome! Thanks
