"Seedlings" are browning/yellowing

Every one of my seedlings have had VERY stunted growth. The 2 pictured are 3 weeks old. They are severely stunted.
Also, the lower leaves are yellowing/browning at a quick rate.
I never had any problems like this before.
Only think I have changed (that I can think of) is that I went from FFOF and switched to a local potting mix.
I only water when the cups are light/dry.

How many seedlings total do you have? How many look like the pics above? What kind of water are you using?

And thats what caused this, rubbish soil with nothing in it and ph all over the place. Go back to decent soil.

that's what i figured. I just transplanted these back into FFOF. Hoping it goes well.
Of the 5 seedlings, 4 look like the pics above. I transplanted 3 and plan on the other 2 tonight.

I just transplanted the rest of them.
Please, everyone, keep your fingers crossed. i need these to be survivors! My perpetual grow is so far behind now do to this speed bump!
