Seedlings not developing true leaves?

I guess it's just a mutation or bad genes or something. But this healthy looking seedling has been above ground for about 10 days, and shows no signs of developing true leaves. I think that's a new one for me, or at least I don't remember it happening before.

(not looking for advice, I'll give it a chance... I just find it curious)

Guessing it's a lost cause:

it seems to be in a soggy pot, also not seeing any growth tip.

I think the "no growth tip" was my point... 10 or so days above ground it's done basically nothing, just cotyledon leaves.

The soil is moist, definitely not soggy.
