Seedlings stop growing

Basically I have three plants like this pic there 8 days old but have looked liked this with no growth, for the last 4 days also this is not an actual pic of my plants just at the same level of growth. mine are healthly looking all green leaves. I have read through some other posts of similar problems. I will use just plain water and 24 hr light i think that might light might have been to high as well as to omuch nutrients mixed into the water. my main question is cn the still be saved and how do i know when the unsaveable.
