Seedlings wilting

Hey everyone, new to the forum (as a member, I've looked through).

Anyways, this is my second round. I started seeds a little over a week ago, and they shot off in the paper towels, went great. So I transferred/planted, they sprouted. Everything was looking fine until I went to check on them after work, and they had wilted.

I can't tell if it's overwatering or under watering, when sticking fingers in. It didn't seem like overwatering, but I'm also using a different organic soil this go around, instead of miracle grow special. For some reason it won't let me attach pics from phone, but will do so on computer later.

Seedlings themselves look fine, no discoloration...I'm hoping maybe I overwatered and they will be happy when dried out more. Top Soil looked completely dry when I watered though.

Thanks in advance, should I maybe switch soils? Would transplant this early be very dangerous to seedlings? growing two Kerala skunk (one has slightly wilted, other completely) and Power flower, which has wilted. I really don't want to lose them, as I'll have to be wait a few weeks for seeds, unless I use bag.

Look at that soil, it looks like mud. You're over-watering those poor things. Wait until the soil dries out before you water again. And I don't mean water when the top looks a bit dry. I mean wait until the goddamn soil is dry and the cup feels light. Stop drowning your babies.

You're killing them with love. Leave them alone for a while.

..but don't let the soil get completly dry.
Are there any nutes in that soil?
I'm looking at those blue specs.
No nutes with seedlings, they have enough in the seed pod to live on for weeks.

The problem is its drying out so quickly, that was right after a water. I think it's a soil issue after a few more days of monitoring. No nutes added
