What exactly causes some bud to have more seeds and stems then others? Soil, lighting, enviroment, strain???

A pollinated female will produce seeds

I mean....sometimes you get some weed to smoke and its real stemy, while other times you get quality stuff that is all buds and fluffy not many seeds or stems...is this due to the way it was grown or just the way the weed strain is that is causing excess stems/seeds?

Improper growing and lack of attention causes seeds. If you have a female that starts to bud and it goes under a lot of stress it will turn hermie and start producing seeds. Or a male is found after the female plants are already budding.

As far as stems go, generally it's because people don't flower their plant long enough so the buds don't have time to fatten up.
