They are almost guaranteed to be stunted in early growth. This is only partially recoverable by eliminating limiting factors, give it plenty or CO2, water, nutrients, ventilation, oxygen, and they will survive. Also, depending on how much water they absorbed to instigate the germinating process they may live longer than another that absorbed less but still germinated. When watering, always make sure the soil is uniformly saturated. Only watering the top a little bit will cause the delicate root hairs to reach towards the surface in search of water where drying out will certainly kill them. When the water reaches far down into the pot, the roots will stretch down to get to it after the top has dried up. The bottom of the pot is cooler and stays moist, so the hairs will survive. In fact, Jorge Cervantes confirms, only the single-celled root hairs actually absorb the water, so any amount of drying out will kill them. Make sure the top of the soil is dry and very brittle. Check the soil underneath with your finger. It'll be cool and when it's only moist, no longer wet then you can water is again. Frequency depends on the size of the pot and the plant, it'll take some experience to get used to. Go soil!
