Yeah, I believe what is says is that they cannot issue a recommendation for six months, or less than 1 year.
My PCP would give me a recommendation in a heartbeat if he were allowed to. It is one of the largest providers in the state, with dozens of doctors. Privately owned. He explained to me that because it remains illegal in federal law (and despite the recent assurances from the Obama administration), their malpractice insurance would skyrocket. So, they don't let their doctors do it. It needs to at least get removed from Schedule I status.
