They can control it,it is able to loiter,and isn't simply at the jet streams mercy.

The Japanese sent a posse of balloons carrying incendiary and explosives on them in WW2,the jet stream brought many over the US,causing a couple fires in the Pacific NW as well as a couple civilian casualties.
