Does anyone know the penalties for shipping from one compassionate state to another? More specifically California to Rhode Island, NJ, Vermont

You do understand it is still illegal federally, right? Once things cross state lines, it becomes federal. And they will arrest you.

Tie the shit around an Illegal Alien and have Him transport the shit. The Feds can't find Illegal Aliens. If you do it right, shipping in the US Mail or Fed Ex is no problem. Smelly bags, double bagged. Most handle the shit & get the scent on the package, outside of the bag, etc, and wonders how they got caught. I use latex gloves for the shit, another to handle the package (no finger prints), false return address, clean forwarding address, outdoor mail boxes with no cameras, etc. Take your time, do your homework. I like a couple of old rusty gears/sprockets inside, for the X-Ray to pick up. Anything metal that is easily recognized by regular people on the X-Ray. Custom machined sprockets warrants special shipping detail, lot's of "packing", etc. I want to do the canned shit. A small cannery shouldn't cost too much.

Did the shipment leave the state? If not, it's a State crime and a felony with 2 plus years in prison. Most likely plea for probation.
