Should I remove one of my lights?

I try and do herbs indoors for winter, I had a spicy basil outside this year, I like making pizza and sauce. I would do a indoor garden if I had the time space and cash. Aphids were bad this year and a lot of stuff wasn’t appealing to me this summer outside.
