pop corn buds are little fluffy buds u want nice compact dense buds. keep the lights close to the top 1-2 inches and keep them covered even the sides with cfls now that your plants are so streched the budsites aren't going to be close together so that means less light going to the rest of the plant so anywho put lights above your gals and on the sides if your plants stem is not 2 stiff i would try LST bend the top down and tie and if your still veging you could top your stetched ones

You need more light for sure. You also need to keep the lights pretty close. You could try topping them...idk...did you say you have been growing them for 7 weeks because if that's the case then they are bigtime stunted. I started my girls flowering at 4 weeks into veg. When using cfls, you have to keep the lights pretty close...here is a few pics I hope they help. pic 1 is plants at 4 weeks veg, in pics 2 and 3 you can see the cfl setup...pic 3 is 4 weeks into flower...total plant age is 8 weeks. I have 2 68watt big boy cfls on top of the plants...you can get them for $15, each, at home depot.

It's worth it to try anyway...if it don't work then toss em' and start over. You can go to walmart and buy 6 packs of the 26watt cfls....try to get a few daylight cfls to throw in the mix too...make yourself a few of those power strip assemblies. I attached the strip to a piece of 2x4 for stability so they dont go tipping over on ya. My big girl is starting to get some nice, dense buds on her....the only drawback is that you have to adjust the lights everyday but cfls grow some nice buds fo sho!!!!! Good luck and make sure to let us kno how things turn out! Oh and for that smaller seedling you can always re-pot it and bury some of that stem into the dirt making it shorter, it won't hurt the plant and the buried part of the stem will start to take root. I had to do that with a couple of mine.
