should i use this hid grow light?

my bro did it for many years. he is moved out(with all supplies of course,and wont give me tips) so now its my turn. it stays between 80-92 degrees in summer.96 on a hot day. 65-75 in winter. are these conditions too extreme? mabe i shouldnt grow inside in the sumer(outside is all goooood). i dnt know,

will the electricity bill noticeably increase?

If i were you i would save that $300 and get your self a remote ballast grow lamp, instead of having that extra heat in your grow room you can place the ballast outside... lessening your colling needs...
