What's the color temp of your CFL? What kind of soil are you using? Feeding any nutrients? How often do you water? What are your room temps? Humidity?
There are a lot of factors that contribute to early plant growth, not just light. Take a look through the FAQ and figure out if your environmental conditions are right on in order to make your plant happy.

my light is a 6500k daylight cfl 26w , im using Fafard Agro Mix Professional High Proformance Growing Medium with Perlite-Vermiculite , i water about 2 or 3 times a week i put my finger in the soil and if it feels dry i water , i have 2 fans one intake and one outake , i havent been feeding it or anything
