Limited budget so was wondering if I can flower with a 250watt CFL warm white light as opposed to a red spectrum.

It must be blue spectrum so. Here is the pic
Wow that cfl is 250w I have seen those in grow shops but only in 100 watts and cost 49.99
but i think the kelvin on those is 6500k for vegging.......does that run on a ballast or fits in a normal light bulb fixture???

in my opinion, that light is not very good for flowering. You could but you will get little fluffy buds I think. Get maybe (3) of the 43watt actual use, soft white lights at lowes or home depoe, to use with you 250 watt light. Pretty sure it is the soft white ones that are the red spectrum. (1) if that is all you can afford. But if you want to do even better, Get a T-5 floresent light to go with the CFL's.
This is how I did my first grow, and I came out with 1.5 Zips per plant of some very nice buds. BUT!!!! By the time I was finished Flowering, I had bought so many CFL's, and my T-5, I was useing close to 600 WATTS. I had about (10) 43 watt actual use CFL's, and my double tubed T-5. The cfl's did work, but in the end to get half the buds, I had to pay for the same electricity as MH, and HPS lights. I still have my CFL's, I use them sometimes for side lighting for my HPS (1,000) watter. But to get a person started CFL's work good. Cfl's work great for vegging especially.
