slow growth 4-5weeks in veg

hey fellow growers,
my question is i got a cutting off a mates outdoor plant witch was far along in the bud stage.
it rooted within 2weeks under fluros, its now under 600w hps and has been for 4-5 weeks but its very slow
growing its about 6-7 tall with no side growth,my question is should i re-clone it will this help at all?
light is hanging 17'' off top of plant,

it still takes time after rooting to revert back to veg. veg really isnt normal until the growth it all back to normal. (all 5+ bladed leaves)

id say its actually been vegging about 2-3 weeks. give it more time.

hey guys,
new growth looks healthy now plant is about 9'' tall but hasnt got side growth at all,im thinking of cloning it again using top growth as clone will this make
a diff or have i got a dud (whore) of a plant,previous plants i have grown have filled out quicker than this one.
