Slow seedling growth and brownish leaves

Dear All,

this is my first attempt to grow happiness
Grow: Indoor (closet)
Strain: unknown
Light: (4X32 WATT CFL)
Soil: Regular organic soil (I live where options are very limited)
Humidity: unknown
Temperature: 23-25 Celsius
nutrition: not yet

Problem: I think growth is slow, and the leaves show signs of stress and getting brownish (IDK if that's burn or what)

please help and suggest changes to save my first growth, I'm getting frustrated

this photo was taken after about 10 days of pop-up of my seedling, is that slow or normal?

I'm new, but I think you need more light and less water, that's my guess. More experienced folk probably have some more nuanced advice. There's nothing too wrong here.
