There are lots and lots and lots of good tutorials for DIY carbon scrubbers out there. I built one for about $30 in materials, activated carbon, and from stuff that I had laying around. It works great.don't be on a TOO SMALL budget when buying odor control stuff or attorneys, and in some cases doctors. htg supply has some decent priced fan/filter combos. personally I'd pay twice the price somewhere else for something better but if you're on a budget that would be the place to start.
