Volume of perceived oil and production in barrels per day are different things. Yes there is currently surplus of oil coming from shale oil but there aren't any pipelines to carry it to the coasts(where the bulk of refineries are). If there were pipelines oil companies would likely just pump the oil onto tankers and sell it on the world market. It's a fantasy to believe otherwise..and pumping out oil in Montana, North and South Dakota..they said there's so much oil in those parts there's enough to keep the country going for 2,041 years. But it's government bureaucracy at it's finest to make us to continue to buy foreign oil or come up with pointless and wasted alternatives to fossil fuels..it's as if Obama and his group of minions dont want the country to succeed. HA!? did I say that...
