I bet when it leaves the Happy Frog factory it is bug free. Any soil mix that contains composted matter will attract bugs. The trick is how the vendor, i.e where you buy it from, stores it.
Up until recently I have been buying my soil from local garden centres, they all store it outside. It gets wet, doesn't dry out and becomes the perfect breeding ground for fungus gnats and other bugs. The last lot I bought was infested. I have taken to getting it from Amazon, because it is dry stored in warehouses and shipped in dry boxes.
