Some Expert help on Soilless Nutrients and watering

Hey guys, I am hoping some of you guys who really know your stuff can help me out a little. I hope you don’t mind reading this story but i really need some help, im getting so frustrated...
I have been trying to grow in COCO medium with really bad results. I have systematically upgraded everything over the past 3 months, I now have 400 w hps in a 4x4 tent with ventilation into the roof. The temp never goes above 80 and they are getting about 1000 LMS on a 20/4 cycle. Water is PH’d to 5.8
Now that all those things are working nicely and my plants are still struggling to survive i have put the problem down to watering and nutrients.
I am using NF COCO Grow and Bloom part A and B. NPK 23-21-14 (1:250 recommended). I went to the hydro store today and they insisted it was the best nutes i could get and i must simply be guessing my mixes. It seems that when i feed them low doses they all go light green and slowly yellow and if i up the dosage they burn. So i ended up walking away with a new digital EC reader.
The guy at the store told me i should feed the seedlings ph’d water with an EC of 10 for the first few weeks. My questions are: what should i up the EC to after 3 weeks? Do i feed them nutes with every single water? Do i water when my probe goes into the red, or when the top of the COCO is crisp?

I'm just starting my first grow, but I've read that it is imperative that you manage pH and EC / ppm levels for awesome buds. The EC meter should be able to tell you what is wrong.... I'm growing my seedlings in COCO surrounded by hydroton, and I slowed my feeding schedule to 15 minute floods four times a day... I'm just a noob, but you may want to water a bit more when you're sure you have your numbers right. Good luck with your grow. I hope someone more experienced than me will be able to help you.

i am doing top down watering, big waters 2-3 days. The question really is more around how much EC to give the plants throught their lifecycle? can someone direct me to a chart?

Once again, only a noob....

I've done a lot of reading, and haven't found a chart describing what you are looking for. Most growers recommend starting at 1/4 strength nutes and then working your EC/ppm up as the plants mature. I found the following post very helpful:
