Some problems with my young-un

Sorry if this information is all a little bit disorganized.

I am growing this Jack Herer clone under a 250W HPS (2.5-3 feet away from the plants). It was droopy when I got it at the dispensary yesterday, and was a replacement for one I had gotten the day before which had the same problem. I threw it under the light for 6 hours, then it got 8 hours of darkness, and in the morning it was even more droopy.

The leaves also look much darker than my other plants.

The guy who sold it to me drenched the soil before I got it, so the soil is still damp. I noticed that the jiffy plug it was in (inside the soil cup) was loose in the soil, and when I pulled it out I only saw a couple roots. I put it back in the cup and repacked the soil.

I have not watered this plant at all as I just got it yesterday. It is currently 4" tall.

Also, I just put a humidity dome on it an hour ago to be safe. If that is the problem how soon should I see results?

I'm surprised nobody replied to this yet. I just wanna say I'm a total novice who's two weeks into my first grow right now, BUT that really looks like an over-watering problem based on the info in the stickies. You said that the dude drenched them when you got them + drooping like that - it all makes sense. Maybe poke holes in the bottom of the cup and put a plastic dish underneath so it can drain out? Good luck.
