Three 400 watters, even low heat CFL's, may be kicking out a bit too much heat for tiny seedlings.Move the lights a bit further away, see how they respond.
What do the stems look like? Long/tall and thin? Shortish but at some area along them, most likely close or not all that far above the soil is there a narrowing of the stem and possibly some darkish discoloration? Or maybe some other sort of appearance?
Long is pretty much always a sign of light starved, which sounds odd as close as you said you have, or had, your lighting. Are your bulbs 6500K or what?
As for the dark, do you just mean a dark greener or dark, maybe a dull-dark on some small portion of the stems, likely closer to the soil than to the leaves, and if so is there any signs of narrowing of the stems where it might be a dull-darker color?
You can replant them deeper, leaving about one quarter inch between the soil and the bottom leaves. Keep a small fan blowing on then to cause lateral motion which sill stimulate stem caliper growth (stem thickness).
