This is just like the beasters we would get early 2000s. Always thought it meant B grade nugs from Canada. Nugs were nasty. Full of chemicals that barely burned.
As someone who smoked a lot of beasters, I'd disagree somewhat. Some definitely sucked, but I think it was a bad cure more often then excessive chemicals now that I've grown a few plants myself. Sometimes they'd be so dense they'd barely burn until you dried them out, and the bags would look tiny. But some were great, especially considering the limited options we had at the time. Kind of skunky, earthy little pale green nuggets covered with light orange hairs much like your picture (but with a better trim job). But worlds better than the dirty brown brick weed or what we called mids back then (basically the same as the brick weed but not bricked). Part of why I'd love to find some M39 seeds now is to see if it really does resemble the bud I smoked so much of back in the day.
