Starting a new grow room, but unable to decide how to approach it

equipment i have to use

600w hps ballast and hortilux bulb
luminair 6" reflector
400cfm active air fan
hydrofarm 20" x 16" active carbon filter
10-10 quart buckets- the tops of the buckets 1ft wide(dunno if it matters? but i figured it an easy way to figure them a sq ft)

Food n such
soil-half n half of foxfarms ocean and happy frogs potting soil
Then a line up of general organics chemicals
bio thrive-grow
bio thrive-bloom
camg+
bio root
bio weed
bio bud
bio marine
diamond back

the room its self is 7-1/2' by 11-1/2'
But i would like to build a tent inside the room

Im hopeing to grow 9 plants under the 600(hopefully will turn the 600 into a 1000w instead, or maybe a 1000w and a 600w)
Does just the 600w seem enough for 9 plants?

How big should i make my tent? i was kinda liked the idea of scrog because it seems so productive with the light compared to just letting them grow natural- am i wrong? will the yields be similar?

also this will be my first time in soil (my new hydro setup was a little outta reach money wise)

And im also wondering as far as exhausting and intake, will i be able to have both running into the same room? im really close to my neighbors on both sides and dont wanna vent outside the window, and i don't have an attic, Im hopeing smell wont be a problem with the filter system i have?

opinions?advice?building designs? Im looking for them all please lend a few words of wisdom.

with that size room you need 3 1000 watters sir. 30 plants in 3 gallon pots. and go soilless. huge yields for u.

Maybe in a the next few grows, but for now as far as money is, here i am
