the worker who accepted what was offered and employer would not get into trouble, would be if the worker was a 'contractor'..then yes..any amount can be offered and accepted without repercussion from government. as a contractor, they are responsible for their own taxes etc; and would have to be a true contractor..not employee posing as such.
there are rules in determining what constitutes a contractor..'means test'.
