Sticks and ties...

This may seem like a stupid question, but I see people use the green sticks and green tape on their plants.

What purpose do these serve? When are they needed and how exactly are they used?

They are used to help support the plant during its initial growth.

Mainly if the plant is stretching too much. Which does seem to happen a lot in the beginning. Especially if lights are kept too far away

Its all just to help support the plants as they grow. I dont use them myself but it can be a good help for the plant.
 
I think my plant needs this...I have a 150-watt light and I had no reflection around it until yesterday...and its already 3-4 weeks into flowering. It's my first grow.

But it's stretching out way over the pot and it's definately wider than I want it to be. I'll attatch a picture how exactly could I use them? I now have a reflective wall where the painting is and on the right side.

There comes a point where buds get so heavy they pull the branches down. It's then folks use whatever's handy to support the plant tops.
Don't use anything too thin/sharp around your stalks, as these can cut into the flesh as weight increases.
I find duct tape and yarn useful.
