3 weeks is perfect. I could be mistaken, but I do believe the egg to gnat life cycle is around 2 weeks from egg, to larvae, to gnat.

Layer of sand will prevent the gnats larvae from growing to gnats and flying around, so they'll legit just die.

I wouldn't trip on it too much, you'll be fine!
