Stubborn Plant Not Entering Flowering Phase

Hello everyone, it is my second grow and I have faced a with a situation that I haven't had in my first grow. In my first grow, after a 45 days of veg period, when I switched to 12/12 I saw white pistils sooner than 3 days. Now I decided to get into flowering phase in the 30 th day of veg and switched lights to 12/12 but it's been almost a week and no signs of pistils at all. I even put them in a dark room for 2 days to trigger flowering hormones but still no luck. I am pretty sure that they receive 12 hours of uninterrupted darkness there must be something that I am doing wrong, any help is appreciated.

Some plants aren't mature at thirty days , it will flip soon

Hello again, it has been two weeks and still no sign of pistils. During the day time, I either expose them to sunlight, if it is sunny, or I put them under the lamps which give 6500k cool white. Maybe I should change the lamps ? Also the growth is stunted which is sad because they do not develop at all.Another option is to again turn back into veg state to continue but I am afraid that it will stress the plants more.
 
It's not uncommon to revert a plant back to its vegetative stage. They're fairly adaptable to be honest.
What light source are you using?
 
Is there any light leeks during lights out ?
No, I double checked that, plus in my first grow I was using the same system, and when switched to 12/12 they had shown pistils in 2 days. They had a 45 days period of veg state. This time I rushed a bit and put them to 12/12 after 30 days of veg. Their vegetative growth slowed, they do not show any pistils and it is a bit frustrating. I think I have two choices one is to come up with a method that can induce flowering more, or I can again convert them to veg state and fasten their veg development again but this seems risky due to the stress that can cause hermies in the later stages.
