Stunted Growth?

These Seedlings are 3 weeks old, Started in burpee seed starting mix, germinated in the humidity dome and stayed about 4 days under the florescent light seen in the pic, I have those "biodegradable" small pots I started the seeds in. I had some idea I would put that biodegradable pot with the burpee seed starting mix in them...then I put them into the next size pot I would transplant them into in the future that has happy frog in the bottom and then filled in around the degradable pots, with the notion that the degradable pots would degrade in (enough) time that roots would eventually, when they are ready, grow out and through the degradable pots and take in the nutrients in that soil and I wouldn't have to transplant...at least for the first time, I hate transplanting when they are little and frail! So that's the idea, or was, but either because of that or a combination of that and moving them under a more intense light (they were a good 40" from the light) too soon.
So now, I have taken note that possibly these seedlings growth has been slowed, they just seem small d their age. Maybe Im paranoid cause I've failed the seedling stage soooo many times and I got a good one still goin, Id really hate to go back to the germination stage!

What do the pros think here?

Ain't that just a basic shop light?
Yup. I have been there done that, put plants under the big lights too soon and some smaller plants that got left under the T8.s end up passing them.

I use those jiffy pots quite often but mostly for the outside crop, no complaints

I usually don't think about feeding them until the 2nd or 3rd set of leaves. If they are sick before that then the soil is crap.
