Stunted plants

So most likely human stuff up or old seeds but my plants were stunted,they came out of the shell about 29 January and they never moved much.I got advice from you guys on here 10 days ago and most of you said raise light(400hps) to 2/3 ft.did that and 2 plants stretched and have now just sprouted the first set of leaves with 5 points and other one is up to its 6th set of nodes but short.over the 10 days i lowered light from 3ft to 2ft 3days ago and i notice new leaves appearing are much bigger now.
So my question is should i keep 2ft or lower it to about 18,ive had a few people tell me to lower it now because of the stretching on 2 of them..Pics are 10days apart,,,thanks guys

Just by a $30 lux meter.

• Clone and seedling stage: 5,000–7,000 lux
• Vegetative stage: 15,000–50,000 lux
• Flowering stage: 45,000–65,000 lux

If you switch to LEDs you're going to need a more expensive par meter.

It looks like your root base is now established so i would lower them to about 12 inches above top
And mist the leaves with water
I think its ready to explode

Went 15.5',,so stressed it will stunt them again but they are a month and 10days old
