The combo light comes with two on/off switches one for the T5s and one for the Hps, so yes you can turn them on and off independently, thus allowing one to grow from seed to harvest in one small area.

i would get the 3000k bulbs along with the 6500k. that way you can switch them out for flowering.
i would use a 600 air cooled personally. i have a thousie @ 140k lumens (approx) and a good 600watter is 90k. now the point is you can get that light within a foot of the plant to get more lumens, my thousie is 2.5ft away. at best im getting the penatration of the 600 with twice as much heat and almost twice the power
tooo shay my friend. i keep my thousie that far because the flowers develope a more mouth watering flavour and smell then when it is super close. just my opinion on the smoke, but i obviously sacrafice effeciency to do it so all in good reason.
