With a 400 w HPS he should be 10-14 ounces.

VPD is the ratio of ambient temperature, leaf temperature and humidity.
These 3 things determine to what extent the stomata on your leaf open or close. You have to find a balance in that.
If they are closed, the plants cannot absorb CO2.
In your case, the humidity is so low and the temperature so high that a lot of evaporation takes place.
The plant wants to prevent itself from drying out, so it closes the stomata.
But because of that closure, no more or less CO2 can enter.
Carbon is what your plant is made of.

You should reverse the cycle of lights on / off.
Now you have your lights on during the day: The hottest part in 24 hours.
If you turn the lights off during the day and on at night, you can control your temperature much better.
After all, it is much colder outside at night.

As a first time grower you should not be concerned with defoliation at all.
Just trying to make it to the finish line without any problems is already hard enough.

Seems ok to me.
There are many charts and VPD calculator online.

In my opinion a good VPD is (besides from the strain of course) one of the most important things for growers.

What I did for my clones was cut them at a 45 degree angle and stick them in a bottle of water under a lamp. Took about 3 weeks but they all started making roots. Be sure to switch out the water every day or every couple days. I used filtered water or RO water for this and it worked well for me!
