Your problem is not the lighting its the set up. I ran a couple of tents with 600 watters and was able tokeep it below 80. You said it was in your bedroom...do you have a window? The point being you need to bring in cooler air to the tent. A single intake from the outside will eliminate the need to drop your lighting.
There is no lesser evil as you say, RH and temp go hand in hand, dropping to cfl's will increase your RH because you loose the dry heat from the hps.
Proper air flow is what you need not less light. A/C or cold outside air is what you need.
