it CAN be but a HPS bulb is more suited for flowering, for veggin you'd be looking for a MH (Metal Halide) bulb.

that is a misnomer sir. my HPS has created tighter internodal structure than most of the CFL's or MH i've seen on here. granted, it's an enhanced spectrum bulb, which that one was not.

i veg under a 600 hps and do just fine, from what ive seen the hortilux eye bulbs are the hottest thing out right now, they give out more blue light

You do know you need a ballast to run a HPS right? That price is probably just a bulb.
