Perhaps offer some exotic strains that aren't usually available. Produce only the highest quality, cure it carefully, package it attractively and ask a premium for it.
If on top of that you can be more dependable and more accessible than your competitor, you might end up making more money than he does from fewer customers.

It might work but to provide better quality for the same price is going to reduce your profit margin. Like I said, upgrade the clientèle. Cultivate the professionals, because a) they'll appreciate the product, and will pay top dollar, and b)the chances of them getting caught and ratting you out are extremely slim since white collar professionals rarely encounter police harassment. Working class stiffs are more likely to be hassled by the cops, and they will usually give you up in a heartbeat when facing time.
