In order to make someone go to jail, they have to stand trial in the jurisdiction the alleged crime took place.

None of those Russians charged will ever see a trial because they are all in Russia. In Russia's constitution, one of their rights is that they can never be extradited to any foreign land for any reason.

So, unless those Russians charged decide to fly over here of their own volition (which is never going to happen) then they are, quite literally, untouchable.

You can charge someone all you want to, but that doesn't mean they will ever be brought to justice.
